You will notice that you cannot delete a setup record if it already has a relationship with another record. Even if you can delete a setup record, you may not want to, because you want to keep a record of it for future reference.
For most setup records, you have the option of marking it as "Inactive", which keeps the item in your database, but allows you to easily hide it from view when not relevant to current activities.
The Inactive checkbox won't appear when you are first creating a new setup record, but if you return to edit the record, the Inactive checkbox will appear.

For the setup records that have the "Inactive" option, you will notice that the Filter drop-down above the selection grid contains the options All, Active or Inactive.

This drop-down filters on the Inactive flag of the records, allowing you to quickly choose which set of records you want to view: All, Active, and Inactive.
•All (both active and inactive)
•Active (only records that do not have the Inactive checkmark selected)
•Inactive (only records that have the Inactive checkbox selected)
