Go to Setup > Exhibitors > Registration Group Rates.
Under Registration Group Rates, you can create default charges that will apply to exhibitor registration groups (a.k.a. exhibitor event registration packages).
When you later apply these Registration Group Rates to event exhibitor registration packages, you will be able to customize them as required.
These Setup Exhibitor Registration Group Rates are simply defaults intended to save time, instead of creating new registration group rates for each event.
