Under the Function Rates tab of Attendee Setup, you can create default charges that can later apply to event functions.

When you later apply these Function Rates to actual event functions, you will be able to customize them as required.
The Setup Function Rates you create here are simply defaults intended to save time, instead of starting rates from scratch for every event.
